According to the Daily Echo, the Saints have come to an agreement with the Championship club, and the forward will sign at Ewood Park after completing a medical.
Gallagher has piqued the interest of a number of Championship clubs this summer, with Wigan and Brentford also understood to have made formal approaches.
Gallagher previously spent a season on loan at Ewood Park, scoring 12 times in 47 appearances across all competitions for Rovers.
The Southampton academy graduate also spent a season on loan with Birmingham City, the former club of new summer signing Che Adams.
Other players who could leave Southampton this summer
The Argentine striker hasn’t been a success at St Mary’s since signing from Monaco in 2018, and he doesn’t look likely to have much of a future with the club.
The 28-year old spent last season on loan with Leganes in La Liga, and whether they will look to re-sign him remains to be seen, but it’s likely he’ll be off.
With Che Adams’ arrival and the permanent signing of Danny Ings, Charlie Austin could find himself slip further down the pecking order with Saints this season.
If the 30-year old is keen to get regular game time this season, he will likely need to move to do so.
Forster has massively fallen out of favour at Southampton, and now lies behind both Angus Gunn and Alex McCarthy in the pecking order.
While his wages remain a sticking point for interested clubs, the former England international will lead to head through the exit door if he wishes to resurrect his career.
The 24-year old midfielder has failed to force himself into Southampton’s plans so far. Having spent last season out on loan with Blackburn Rovers, the midfielder has emerged as a target for Nottingham Forest.
