Gallagher has been heavily linked with a move away from Southampton this summer, with Brentford and Wigan also touted with interest in the striker.
However, Blackburn are now on the verge of signing the young forward to bolster their attacking options ahead of next season.
The 23-year-old spent the 2016/17 season on loan to Blackburn – scoring 12 goals in all competitions for the club.
He then moved on loan to Birmingham the following season, but was only able to score six Championship goals, before playing just six times for Southampton during the 2018/19 campaign.
