The striker becomes Ralph Hasenhuttl’s second signing of the summer after the arrival of wide man Moussa Djenepo earlier this month.
Adams scored 22 goals for Birmingham in the Championship last season under Garry Monk, and had been linked with a move to Southampton in January.
Saints also had an approach for the highly-rated striker turned down last month, but the 22-year-old has now completed his move after the £16million bid was accepted by Birmingham City.
Adams, who has been capped twice by England at Under-20 level, will join up with his new teammates when they return for pre-season at Staplewood ahead of a pre-season training camp in Austria.
