The transfer deadline shut at 5pm earlier today, but Southampton were able to submit a deal sheet to the Premier League and extend that to complete the move.
Ian Dennis now reports that Ings should now sign for Southampton and the deal is progressing as we speak.
The deal is expected to be a season-long loan with the option to sign him permanently at the end of the season.
Liverpool were thought to have wanted a fee in the region of £20m earlier in the window.
It is unclear as to whether they have lowered that coming into the final hours of the transfer window on Thursday.
An official announcement is expected shortly.
